THE SQUEEZE — Part 3: Which Way Does the Wind Blow?

Parts 1 and 2 covered the planning and financial picture. Part 3 is about the physical environment — specifically, where the wind goes. The answer changes depending on the season, and some of the communities it points to aren’t being talked to at all.

The Winter Picture — Beaudesert in the Crosshairs

BoM Regional Wind Pattern — Winter

During the southern hemisphere winter, the subtropical ridge moves equatorward and a greater proportion of SEQ is subject to westerly and south-westerly winds. This is consistent with well-documented regional BoM seasonal data and is not disputed meteorology.

The Bromelton SDA sits approximately 6km west of Beaudesert town centre. During winter months, prevailing winds travel directly east across that gap — across the Mt Lindesay Highway corridor — into the main residential zones of Beaudesert and north toward Gleneagle.

This isn’t a fringe concern. Six kilometres is not a buffer. It’s a commute. At typical prevailing wind speeds for the region, that distance represents minutes of travel time for airborne particles, not hours. Any meaningful air quality assessment of this facility has to account for the winter wind vector pointing directly at the region’s primary residential growth zone.

The Summer Picture — The Communities Nobody’s Talking About

BoM Regional Wind Pattern — Summer

During summer, south-easterly trade winds dominate SEQ. The wind direction reverses relative to winter — drift from a source at Bromelton would travel north-west, toward Allenview and up through the Flinders Peak / Peak Crossing corridor.

These communities are rarely mentioned in the BERC public debate. They’re not in Cleanaway’s consultation framing. They don’t appear prominently in planning documents. But the wind doesn’t check the consultation mailing list before it blows.

Allenview sits north-north-west of Beaudesert. Peak Crossing is further up that same north-west corridor, roughly 54km from Beaudesert by road but placed by geography directly in the summer drift path from Bromelton. These communities deserve to know they appear in this picture, because right now most of them don’t.

The Flinders Peak Group sits at 679 metres and creates its own local wind effects — terrain can funnel, deflect, or concentrate drift in ways that flat-land dispersion models don’t fully capture. That’s exactly the kind of local complexity that needs to be in the EIS, at a resolution that actually means something to individual communities.

The Transitional Months — No One Gets a Pass

Autumn & Spring — March to May, September to November

During transitional months, the wind regime is genuinely variable. Morning south-easterlies commonly give way to afternoon sea-breeze-driven northerlies or westerlies. The drift path rotates across the surrounding basin depending on the time of day and the synoptic setup on any given day.

In practical terms, this means that during roughly six months of the year, every community in the region is at some point downwind of the facility. There’s no consistent upwind safe zone during these months.

I want to be direct about what I’m doing here and what I’m not doing. I’m not claiming the BERC will poison anyone. I’m not a scientist and I’m not running dispersion models. What I am doing is pointing out that the wind data is publicly available, the seasonal patterns are well-established, and the communities that end up downwind depending on the season deserve to be part of this conversation — not as an afterthought, but from the start.Allenview and the Peak Crossing corridor in particular are not communities that anyone is talking to right now. If you live in one of those areas and this is the first time you’ve seen your community placed in the summer drift path from a proposed 760,000-tonne industrial facility — that’s exactly the problem this series is trying to name.

Questions on Air Quality & Dispersion — Bring These
  • Has the EIS dispersion modelling been run for all four seasons separately — and are results available by named community?
  • What stack height is modelled, and at what emissions temperature and velocity?
  • Does the modelling account for seasonal wind reversal — specifically the winter west/south-westerly pattern pushing toward Beaudesert and Gleneagle?
  • Has the north-west summer drift toward Allenview and the Peak Crossing corridor been modelled and assessed?
  • What are the predicted ground-level concentrations of PM2.5, dioxins, and heavy metals at the nearest sensitive receptors in each season?
  • What real-time monitoring will be in place, where will the monitoring stations be located, and will the data be publicly accessible as it’s collected?

Part 1 established the framework. Now the question is simple: how close is your community to this facility, and what does that actually mean for property values, market perception, and the lifestyle identity the Scenic Rim has spent two decades building?

The Distances

All distances are straight-line Haversine approximations from the Bromelton SDA centroid. Road distances will be greater. These figures are not disputed — they’re geometry.

Kooralbyn — The Community Nobody’s Warning

Kooralbyn sits 9.4km straight-line from the proposed BERC site. That makes it the closest named residential community in this part of the Scenic Rim. It’s also the community least represented in the public conversation about this facility.

The resort-residential identity — the golf course, the lifestyle properties, the relative quiet — is exactly the kind of amenity that gets eroded first when an area’s industrial footprint expands. You don’t have to be in the direct smoke path for your property’s perceived value to take a hit. You just have to be in the zone where buyers start asking questions.

At 9.4km straight-line, Kooralbyn is in that zone.

Beaudesert — Ground Zero

Beaudesert is the designated Principal Rural Activity Centre under ShapingSEQ, which means the bulk of the region’s compulsory housing growth — targeting densities of 20 to 30 dwellings per hectare — is being pushed into a town that sits roughly 12km from a proposed 760,000-tonne-per-year industrial facility.

The $7.3 million Residential Activation Fund injection in September 2025, unlocking 384 lots at Golf Links Park Estate, is a preview of how this plays out. The state funds what Council can’t, and the lots go on the market regardless of what residents want.

Beaudesert is simultaneously the most talked-about community in the BERC debate and the most exposed to the combined pressure of industrial expansion and housing oversupply.

Gleneagle & Boonah

Gleneagle at 13.8km sits squarely inside the broader zone where industrial identity can begin affecting market sentiment. Property owners there should be watching the same indicators as their Beaudesert neighbours.

Boonah at 20.8km has the most buffer. That said, 20km from a facility processing 760,000 tonnes of waste per year — operating 24 hours a day, 365 days a year — is not the same as being unaffected. Market perception of an entire region can shift.

The question isn’t just what the BERC does to land immediately around it. It’s what the combination of industrial identity, housing oversupply, and infrastructure pressure does to the entire Scenic Rim’s position as a lifestyle and investment destination.

That’s the bigger picture. And right now, it’s not being talked about clearly enough in any of these communities.

THE SQUEEZE — Part 1: The Story

There are three separate pressure systems closing in on the Scenic Rim simultaneously. Most residents are only watching one of them.

The Facility

The Bromelton Energy and Resource Centre — the BERC — is a proposed Energy-from-Waste facility earmarked for the Bromelton State Development Area, roughly 6km west of Beaudesert. The proponent is Cleanaway. The application is before the Queensland Coordinator-General.

At full operational capacity: 760,000 tonnes of waste throughput annually, processed continuously, 24 hours a day, 365 days a year. Electrical generation capacity in the range of 55 to 60 megawatts.

Nearly 500 heavy vehicle movements daily, drawing feedstock primarily from greater South East Queensland. The Scenic Rim’s own waste stream is a small fraction of the total throughput. This is, by design, a regional processing hub for other people’s rubbish.

The Scenic Rim Regional Council holds no veto. None. Council functions only as a referral agency — submitting advisory notes to the Coordinator-General, who makes the final call.

As for residual ash — Energy-from-Waste facilities typically produce between 25% and 30% of throughput as bottom and fly ash byproduct. Some gets repurposed as construction aggregate. The classification and management of the remainder is something residents should be asking direct, specific questions about during any public consultation. A decision from the Coordinator-General isn’t expected until late 2026 or early 2027.

11,000 Dwellings by Decree

At the same time the incinerator application is moving through state channels, the Queensland Government is enforcing housing density targets under the updated ShapingSEQ Regional Plan. The Scenic Rim is legally required to absorb significant population growth over the next fifteen to twenty years.

New expansion zones target 20 to 30 dwellings per hectare, with 20% of all new construction required to meet social or affordable housing criteria. Traditional rural lifestyle acreage is being quietly squeezed out of the planning frame.

Beaudesert is the designated Principal Rural Activity Centre. That means the bulk of this high-density residential expansion lands directly on the doorstep of the Bromelton heavy industrial precinct. That’s not an accident. That’s the plan.

Residential Activation Fund — September 2025

The Crisafulli Government injected $7.3 million directly into the Scenic Rim under the $2 billion Residential Activation Fund — bypassing normal Council processes to fund trunk water, sewer and road infrastructure for the Golf Links Park Estate project.

That single move unlocks 384 approved lots in Beaudesert. It’s a signal of exactly how the state intends to hit its housing timelines when local funding capacity falls short: go around Council and fund it directly.

The Infrastructure Gap

The Scenic Rim Regional Council’s 2025-2026 budget is $119.6 million total. Capital works sit at $29.1 million, with $14.1 million earmarked for roads. The lion’s share of that money isn’t building new infrastructure for new subdivisions. It’s keeping what already exists from falling apart.

Bridges, culverts, sealed roads, drainage networks across a 4,200 square kilometre region. It’s a maintenance deficit problem dressed up as a growth problem. And state-mandated housing targets are about to make it considerably worse.

Council’s budget allocated just $400,000 for road network maintenance in the Bromelton area and $200,000 for the Bromelton Leachate Management System upgrade this cycle. Factor in nearly 500 daily heavy vehicle movements on roads budgeted for basic maintenance, and the maths doesn’t work. Somebody will eventually pay for that degradation. That somebody is ratepayers.

There’s a persistent myth that rapid residential growth brings rates down by spreading costs across more ratepayers. It doesn’t work that way. New subdivisions carry long-term liability. The infrastructure lifecycle cost of rapid development consistently outpaces the immediate revenue from new ratepayers.

What Happens to Your Property Value

Professional property valuation methodology has a specific term for what external industrial facilities do to nearby residential land: external obsolescence. It’s a permanent reduction in market value caused by factors the owner has no ability to fix or remove.

These are general valuation principles, not predictions. Every market is different. But any property owner in the Scenic Rim who isn’t at least asking the question right now is making a financial decision by default.

I want to be clear. I’m not writing this to tell anyone what to think about the BERC. That’s a separate debate and there are legitimate arguments on both sides about waste management and energy infrastructure. What I am saying is that the financial and planning consequences — for property owners, ratepayers, and communities across the Scenic Rim — are not being talked about clearly enough. The people who should be raising this aren’t. So here we are.

The Bigger Picture

The clean, green ECO Destination Certification that the Scenic Rim has built its identity around is being traded, piece by piece, for a high-density residential footprint designed to absorb South East Queensland’s population overflow — anchored by a major heavy industrial hub.

None of that is secret. It’s sitting in state planning documents and council budget papers. It’s just that very few people are reading them together.

  • How is bottom ash and fly ash classified, and where does it go?
  • What are the monitoring obligations and who enforces them if something goes wrong?
  • Which specific roads carry the bulk of the 472 daily vehicle movements and what is the degradation timeline?
  • Who funds road repairs when accelerated wear exceeds Council’s maintenance budget?
  • What independent property impact studies have been commissioned and are they publicly available?
  • How does the facility interact with the Bromelton Offstream Storage and the drinking water catchment?

Then look at your rates notice and your property valuation and ask whether the region’s planning trajectory is priced into either.
